Adv. Ofer Grauer is a partner at the firm and heads up the firm's real estate and land taxation department, its municipal renewal department, as well as the firm's taxation and municipal taxation practice.
Ofer has knowledge, expertise and experience in providing legal services to clients, gained in over two decades of extensive work in several core areas of civil-commercial law.
Ofer is one of the most recognized and well-known real estate and urban renewal lawyers and has handled projects in which thousands of residential units, real estate projects, complex sales and combination transactions, have been established.
Ofer provides clients with comprehensive legal advice and support in residential real estate and income-producing asset transactions throughout the country, totaling billions of shekels. This includes support with respect to residential initiation and construction transactions, combination transactions, tenders and projects in Israeli land, as well as "occupancy price" and in the handling of complex purchase and sale transactions.
As an integral part of providing legal support in various real estate transactions, Ofer has acquired extensive experience and expertise in managing negotiations with the state authorities (especially the Israel Lands Authority) regarding land rights and dealing with various financing entities. Ofer has extensive knowledge and expertise and is one of the leading lawyers in real estate taxation and provides legal advice on this subject as part of the handling of real estate transactions.
Ofer also has unique expertise in the area of urban renewal and provides legal support to groups of developers as well as groups of tenants within the framework of "Pinui Binui –Evacuation and Construction" projects and TAMA 38, in which hundreds of housing units have been and are continuing to be built.
Ofer has many years of experience in the field of planning and construction and assists clients on a regular basis by providing opinions, legal support vis a vis the authorities, and representation before the planning and appeals committees and the courts with regard to planning issues, betterment taxes and compensation claims.
Ofer also has experience and expertise in the areas of taxation and municipal taxation. Ofer provides legal advice and assists clients in various proceedings relating to betterment tax appraisals, development levy charges, property tax procedures, tax planning, income tax and value added tax including requests for payoffs and criminal proceedings. As part of his expertise in the different areas of taxation, Ofer has been selected as a member of the Israel Bar Association’s Real Estate Taxation Committee.
As part of his work in these complex practice areas, Ofer is often required to represent his clients before the various courts of law, including the Supreme Court, as well as before appeals committees and in arbitration proceedings.
Ofer interned and worked as an attorney at the Feller Law Firm and joined the firm in 2000.
